Technically you can, but it just completely breaks the game and loops the entirety of the first time you got into the Sentinel City undergrounds. It royally fucks with the game and should be avoided unless Teary expands further with this area.
She's not there, I went back to a previous save, it seems there was an event with Alex that didn't trigger and it somehow broke everything.
