Yes and no but likely really no. Age of consent varies from country to country and even within some countries based on state/province/prefecture/etc... so while 18 is the most common unrestricted age of consent as low as 16 is not uncommon with or without restrictions; some places it's disturbingly low with the bottom mark in the 12-13 range. Looking specifically at F95 it's registered in the Kingdom of Tonga where the age of consent is 16 so it's legal for them to host such content.

Two main heroines are the Elf Princess and Daughter. MC is a massive immoral pervert who will fuck basically anything female young or old, and that includes his own daughter (and she's totally perverted and into it too).
NTR is absolutely not the focus, to the point where it's basically an after-thought. It makes you wonder why it's even in there, because even the ultimate penalty for the NTR scenes (girl gets pregnant from other men), equates to an "OH NO!" dialogue at the end of the game and that's it.
Honestly the ending in general felt rushed and kinda poor in general, which that along with the combat encounter rate are my only real complaints about the game (and the grind to actually get the girls pregnant I mean my GOD). I'd say the game is worth playing since it's only about a few hours long (slightly longer for the pregnancy grind but you can skip that if you just unlock everything at the goddess statue in the recollection room)
the fact that even in a game like this, where the MC is basicly a gigachad and it takes you next to nothing to just finish the game ONCE; ppl are still complaining about ntr ( something that i myself admitted to hate) rly makes you wonder that maybe the anti-ntr crowd rly went to far and just hates on anything whith this tag no matter what.

actually, looking through the gallery there's a section with all the characters bios and one of the side characters who has scenes is 14 yrs old
