yes you can go out there to the twillight however if you not spoken to selvana and morati after having corruption of lumis at point 1 then you will not be starting free morati quest and game wont let you out of selvana mansion
go back to selvana stairs and go down to dungeon, speak to morati twice untill boobjob then go to speak to selvana if your corruption of lumis is big enough she will start free morati quest and you will be able to go the road kybo shown
