Try removing the "save" folder, but don't delete it. Create a new save and copy and paste only the "file1" file from your "save" folder that you removed earlier.

Yeah I encountered that, luckly I had a back up save so I only lost like 10mins, not sure if you can fix it but its cause by running into a barrier you can later despell but story wise you need a companion with you, if you can get out the room with your teleport ability then try getting Morati to accompany you outside the city find that same barrier that caused the bug and hit it again with her it may snap your MC back into normal movement.
