I don't see any tanning, bleached hair, pink makeup, smoking, gaudy jewellery or typical "delinquent"/"schoolgirl prostitution" behaviour here which seem to be the common tropes associated with the term.

It's not the 90s anymore, black gyaru is more what you are describing. They fit the modern context.
