Yes but both for mother and sister you need to pass few stat tests and get approval from the other one (also stat test). I just checked the newest version and it still works.

Usually every update here may call for a restart due to changes. But your last game was certainly out of date

I've just done it in current playthrough. I then got them into my ever-expanding polycule. I'm playing the dev release, not the stable one, I don't know if that makes a difference. You get dialogue options to convince them to do this.
