You need to tell her to hire new workers.

I have fully upgraded the castle (including the part where Paellicia is supposed to move to), but when I go to Paellicia the fight doesn't happen.

How do I get her to move?

i played through the whole game on v3.24b with the mod linked in OP's post,no problem with it aside from a guaranteed crash when scrolling past the last entry in characters/monsters tab in journal,so not really a big deal
