At the Colussa Church, the nun outside that welcome's you, also says that the gate is sealed...
(It's not.) But this message should show up later in the story...

i don't think we are supposed to find her until chapter IV. after all, she has her own sprite and it would be weird if she was a hidden character not linked to the story... (but then again, we have the Uncle's Dad farm daughter...)

they are all in odidania and there are three of them: one in the harbor, another is near the house where everynight there are chiefs and the last one is north to the zone where they sell armors.

yep, read the previous comments:
if you activated them before the 2.19 release (quite probably you did as many of us) you are now stuck. you need to go to the mirror in the bar of colussia (you can access it through the sewers) and interact with the mirror on it, you insert the code 3377 and they will all re-activate. now you can go back and activate them once again, once you activated the three you'll be free to use the elevator.
