More than likely the .dll file is infected with something and your antivirus automatically threw it into containment, meaning it's unavailable for the program to use. Check your antivirus' vault. Since you ignored the post directly above yours which even had a nice big picture of the problem, I'll state it directly:
DO NOT USE THE GOFILE (and maybe other) VERSION THAT LISTS ITSELF AS V3.27BETA, USE 3.26.
As the post prior to yours said, the vr3.26 does not have this issue:
IF however, you're happy to ignore this warning, you need to be running a version of RPGmaker over 104e. i.e in the genuine D/L you will have two folders in the d/l; the game & RPGMAKERXP - run it to install a new version before running the game. This is required precisely because the game is so old:

nah, NTR is not present in the way you actually want: sex scenes don't happen all that often in the game, and while it is true there is a big amount of sex scenes with monsters fucking the girls that accompany the protagonist, not only it is rarely consensual, but none of the girls are in a committed relationship with the MC, being more a 'casual' thing with deep care for each other, but not a relationship really.
This is the kind of 'NTR' of "the protagonist is not doing a great chunk of the fucking", not "infidelity".

So anyone know what to do in the bar minigame where your supposed to finish 5 drinks in 60 seconds not only did it not tell me what keys to press literally nothing works not too mention it doesn't even run out of time so i get stuck on the screen...?

The entire LoQO 2 took only 2.5 years.
I'm not surprised he's lost so many patrons in the last few years.
(And yes, it really is HIM, if you find some of his earliest pictures, they were released under his Swedish name. The nickname Gabe came later. )
Another game (Pervert Action Legacy) here on F95 just had a malware infected version uploaded. So...yeah don't download or run this I'd say.

This is a very very old game - you're going to need to find an ancient 4.8 version to play it on, just like the error message is telling you. Just like you need to install an ancient version of RGPMaker.
Usually you'd hit up the GitHub repository and search for old builds, but I have no idea who/what/how people running Joiplay operate - your best bet is to ask in dedicated Discord there.

Dude vanished and couldn't be contacted to deliver more scenes. If you don't believe Gabe, go ahead and try to contact Sethxzoe yourself (spoiler: he wont answer).

I started the game. Does it not work with the mouse? Is there a mod out there that will allow you to use the mouse?

Time for MetalOwl and TamadaHeijun to replace SethxZoe then.There're tons of other good artists too (Donaught, euD, Akazai, Ecoas, Kunaboto, Mikiron, Ao Madousi), I'm ok with any of them replacing SethxZoe, I'd rather fap to their artstyles than Sparrow's lmfao.
If people can get (comparably-good) CG faster => Gabe has to think of more story to implement CGs, then I think it's worth the trade.
This game never ends... There's only so much you can milk a cow.
