Just go to the area that's like on the middle and the surrounding looks like an entrance to a forest (not the one with the slime). Just keep exploring that place until you find the bull bandit. If you still haven't found it then I don't know but just keep on exploring any parts of the map. Now excuse me for a sec as I'm still trying to find someone here who would send the 3.0 version since the itch site is down XD
