It's kind of a technicality. Some angels seemed to be around while El/Yahweh/etc was creating the world, and there seems to be angels created later on as needed.I was sure that angels are canonicaly (heh, Biblical canon) celestial, but can't find any proofs. Anyway it is save to assume it outside some deep theology, which means they are literally aliens from space
It also depends on whether one considers spirits or beings of fire as aliens, or if one considers the heavens as space, or the sky, or just invisible planes that are everywhere, etc. There can also be like 3 to 7 Heavens, with reality being considered one of them.
We also don't really know where the versions of Angels in this game come from, besides seemingly below everything. We also have a god considered the earth itself within this game (2nd god), then something else considered "The world" that has sky tendrils.
Overall: Religion is complicated, yo.
