We couldn't share information as easily in the pre-internet days as we can now. Countries were more or less creating these systems in a vacuum.There is a lot more than that, the chart is really annoying honestly. Why are there so many to remember instead of agreeing on one.
Hell, rotary phones didn't even work the same way in every country. Each number dialed sends a set number of pulses, but in some countries, 1 sent 1 pulse and 9 sent 9 pulses, and in others, 1 sent 9 pulses and 9 sent 1 pulse.
Modern (post-internet) globalisation has changed how new systems are developed so that they're more standardized, but those old existing systems are so entrenched that changing them would be dangerous. The sheer expense of "911 is now 000" marketing to make sure everybody knows about the change alone ensures that no country will risk it.
