There's no time skips and no endings. So you can get every girl pregnant within a 2 week period but you'd have nothing to do while waiting for them to actually show pregnancy or birthing. It's always a shame when they don't show it though.

This breeding committee makes no sense, if these losers could get women to agree to have kids with them, than there wouldn't even be a birth rate problem in the 1st place. Now if the government said that women could have babies with the men they ACTUALLY want but those men don't have to commit cuz the government will pick up the tab of raising those kids by using the money of the losers who can't get laid, THEN this would make sense. Although that's already kinda the case in real life already.

They do that. If you talk to the NPCs they say that the government pays women who have babies and are registered in the program and it increases with each child. There's a couple of rich ladies at the cafe saying that the government was paying 8M yen for some chicks 5th child. Admittedly that's not enough to raise a child on it's own but the game implies that these ladies were rich just by virtue of having lots of kids so presumably there's other monetary incentives too.
