This is the worst part. It means that the developer has no specific plan and will listen to the paid subscribers. This game can turn into anything and the content will depend on who pays the most.

Maybe that's why there's both "harem" and "netorare" planned tags, as the dev intends to listen to whoever is currently paying the most and cater to them.

yeah, I agree with that, how can you assure quality if the concept is completely fluid? It will turn out generic at best (which is most games around, but you don't want to sell yourself as generic)

The story actually can follow both NTR and Harem, the MC is returning from the future to do something he don't know how to do. It make sense he can fail and things turn for the worse (NTR, even dead end NTR) or he success (ultra success) and get a Harem, at the end of the day the MC is mostly going blind... is not like he get a golden finger.

The tattoos for the brunette see a little too on the nose for 'witchy magic.' But, the models look good enough with a story concept not used all the time, to test out and see if the writing is solid enough to hold all the parts together.

Maybe or maybe not. But what's the point of paying the developer if he doesn't know what he's going to do yet. In any case, someone who paid will end up losing. You can just create a free poll and see how the audience votes and plan the game from there.
