If I understand your question correctly, the issue is Inno's code is a steaming pile of dogshit and it's nearly impossible to change anything without breaking stuff in the process. So mods pretty much only consist of adding a few new items.new game is not created with modpack, is the problem in the conflict or maybe something else?

there is a mods folder in the "LT/res"yep, this isnt skyrim where you can just make a well formed modpack. Plus I dont even think we have a centralized location to get the mods.

None of the "skilled" modders have done anything in over a year.
The last 6 months have had no innovative mods. (A difficulty edit and a potion mod are the most complex)
Mostly because the code is so shoddy modders know the next patch will break everything and they will have to start again.
They moan and complain, some try to poke the code and it all inevitably fails.
Creating custom encounters, custom rooms, and custom dialogue requires indepth knowledge of the entire codebase because of how spaghettified it is.
