It's sealed, I guess? Select it in your inventory and choose the "unseal" option. If it's greyed out because it's also enchanted with "servitude" (prevents removal of seals), check out the tooltip and it'll tell you how to get it removed.

No. The way the game is no at all built for localization in general: all of the game's text is directly baked into the source code, so you'll have to violently brutalize the game to produce any sort of translation.

probably not unless they implemented an autotranslater that uses your windows/linux/osx built in translator stuff. But then you would be dealing with google translate english to russian.
not only that but you also have boat loads of text in the xml files that would need to be translated in a way that doesnt break processing.
no. it would fry your phone.
might be unused/unimplemented item.
checked the source code. through ALL npcs. to find if anyone sells it. nobody does.
didnt find any droplists for generic npcs at all. so dunno if anyone might drop it either.
what do u need it for?

i checked ALL patchnotes and the one from dec 14th, 2020 (version 0.3.10 (oof 4 years later and we only at 0.4.10...)) it says:
"The 'Angel's Tears' item has been considerably buffed and can no longer be naturally found in-game (it will be added back into the game later on)."
version 0.4.0.5 (from june 2nd, 2021) says:
"Fixed bug where Angel's Tears didn't reset the consumer's lust value like it should. (by AceXP)"
and thats ALL there is in the patchnotes regarding angel's tears. no mention that it was added back. so its most likely not back.
only way to get it would probably be through debug mode or save file editing.

To my knowledge, it's unimplemented. It was originally used for human transformations very early on, but the more basic bread roll was later added in its place.
If you mean to ask what you need to turn into a normal human: The bread roll. It's dropped by humans, and I think also sold in the shop near the entrance to the mall.
BREAD. is sold by ralph in the mall yes. but also bout 95% of all human npcs u encounter have some bread with them and sometimes give u some as drops as well right after the fight. so even if u dont wanna be cruel and steal their food u still get free bread by beating up hoomans. absolutely not worth giving that greedy horse with breeding fetish any of ur hard earned money for some bread.

funfact even if you accept the discount its not worth it because you still need to carry the kids and that will bloat your save because they will never be culled unless you do it manually. Even if you spend a year of in
game time without interacting with them, they will still remain. You are forced to chase each one down via either cheats or regular gameplay and shoo them off until the game deletes them.

i still need to attempt to get into FGO but the mobile app needs internet access and my net sucks.
It pretty much is furry brexit with a side of demons and some other kink stuff.
