You can add Scarlet to the party if you enable companions in the options. Alternatively, you can buy the "freedom sertificate" (or how it was called) and just set her free, she would leave by herself.

but the quest says to bring her to Helena. If I set her free will she go there?

Yes, I did exactly that and it worked. The point is what Helena regrets selling her to slavery, and wants to set her free.
Not that I know of. People generally grab mods from the LT discord's mod channels. I don't post there, so I just drop them off in here or (previously) the blog's comment section.
No, that would require the game having been designed with mods in mind.
Or you can skip all that and click the "Helena" button on Scarlett's talk page.

Yeah, there is a channel dedicated to mods in the official discord. Almost exclusively clothing and races mods, but there is some cool stuff in there. I'm really enjoying the pokemon mod for instance.
It's this a philosophical question, or are you asking for instructions?

So, we kinda gotta break apart the legal and moral definitions of rape, since like, slavery is legal in game. So legally I can do whatever the fuck I want to my slaves, or so it seems. So lets just ignore legal definitions.
Morally, shit gets fucked up when you realize how many mind altering affects exist. Like, is it rape if I force feed you a potion that makes you *want* to be raped? Or if I force fed you a potion that would make whatever I want to do to you your most intense kink ever? There's like, straight up mind control bullshit involved here.
