Is there any way to tell the dev that the game was ported to mobile by someone that also using daseson color mod and monetize it via cheat code feature he implemented on his port version?

There is no much point reporting such things.
Dev is not part of any gaming company like Nintendo.
If such thing was done on JP network , he could go to authorities but if it is overseas website there is no much point.
Even if you message developer about it , it would just make him feel bad.

The best you can do is not help spreading these all over the web. Even if f95 shares a lot of copies here we do (at least i want to believe so) encourage people to support the original creator and not any shady places who try to profit off it illegally.

It's more like a retcon. "Sister" in Sister Travel was just a "Childhood Friend" but "Brother" makes all girls his little sisters. Pretty much Inusuku is trying to tie the two games together but there's a lot inconsistences that'll require a remake of Sister Travel to make it make sense.
However, it could also be the translation that caused the inconsistences (If you've known Kagura games long enough, you'll realize they take some liberties here and there). I no longer own the JP Sister Travel so I can't compare but I heard the girls didn't really have names in the original. Still doesn't change the fact that girls were as you said virgins in Sister Travel. I mean, you CAN get through the entire game not touching Imouto but it doesn't fit the description at the end of DLC so yeah.

I am relatively new to F95zone but as to my understanding we try to avoid sharing save files here, someone correct me if i am wrong though but i think that's how it is (Though not sure exactly why, someone was talking about it not too long ago in this post).
On the very first page of this post there is a link to a guide for people wanting to play the game on Android, i suggest checking that out. I don't play on mobile myself so sadly i can't help with that nor do i know if there's a version for mobile that is not Android.
That is a screen you can see at the very end of the game, sadly it's not something/someone you get to interact with. If i remember correctly you can see this by reaching the end of the game and going into the memory album and click on a specific memory. I don't want to say too much so i spoil stuff for you or others.

Ah my bad. I've not bothered with mobile version myself hance i never actually checked that link and have just been assuming it was for getting the game on mobile.
I tried having a google session about where to get the game on mobile and i saw some sites, i am just not sure how legit they are and such so don't really want to suggest them but hopefully someone here can help with it.

If i am understanding you right then it should be in the memory album which you can reach by clicking on the reading icon above the bookshelf on the screenshot i've attached here. After clicking that you should have the memory album option at the bottom of the list.
