Maybe 70%. You can play it from beginning to end and finish it fully. All gameplay mechanics fully work. There's just somewhat of a lack of long side quests. Most side adventures are one task quests for now, with maybe 3 or 4 series of side quests, with each having 3-5 missions. There may or may not be new features the dev will want to add, such as another blacksmith NPC who works with blueprints in example, as well as more variety of weapons probably.

From what ive seen its in mid development, while the most things are ready the game is far from finished, i quickly went to their itch site and it seems like the last lifesign wasnt too long ago, its not dead.
