Yes, botched text file could be causing missing dialogue option. You can look into \Text\ENG for file TagMapAriseVillage around line 125 and compare it with the corresponding file in the language that's giving you the trouble.

Another thing - pregnancy mechanics. I don't understand what's going on. First time, Lona get pregnant, I came to Elise and did what he wanted. But Lona birth a bloody "something" so I guess baby just died. I don't remember if she had some illness. Now I get it second time. Lona doesn't have any illness (only dirt), baby's health is 416/429. I cured him with Noer tea, I feed Lona enough. But still I got same thing. After some walking through global map, Lona is suffering, and giving birth to a bloody thing. What's wrong?

Small % of pregnancies are conceived as "Misscarriage" and inevitably doomed, resulting in stillbirth. Getting two in a row is statistically unlikely, but possible.
Alternatively, I'm pretty sure that if Lona considers herself a Mercenary (or has a modicum of INT?) she'll just tell the villagers she's taking the evil fishman away to be punished. Then you can simply walk out of town without having to waste a bunch of mines, kill a few people, or bother a noble for the sake of a talking bipedal sardine.
Yeah, you can also solve it peacefully with a Wis check.
Besides, saving the bipedal sardine unlocks another quest so it is worth the effort.
