I believe you can meet him anywhere. I once met him near the coastal fortress. But it's very unreliable, and this encounter is rare. And also you might not have enough money on you because 1000 trading points for one single world danger level is kinda pricey

Install the Joiplay version of the game.

Latest version is R2.9p1.3.
By order of priority, Scoutcraft (between 4 to 20 for max stealth ability), Survival (up to 10 for the ability to cook smoked meat and give stun effect to trap. Negligible if you don't need food that never spoil in higher difficulty) and Combat/Constitution are the ones you want to raise. Wisdom is unecessary.
Go to ModScripts\PaletteChanger\unactive_jsons\ and copy paste any json color file you want there (skin white is what you're looking for) inside the PaletteChanger folder.
