Even TV series and Movies have been known to take a little time off now and then for none plot or other plot related stuff.
And there is still plot just not the main plot for instance Rin has Yakuza Issues, Nora and Rai have Sarah's weding and the shit that throws up. theres still a plot just not the Rouges V Minions one.
And thats only the Main plot for Season one out of three possible Seasons.
Pluss If OBD only concentrates on the Rouges V Minions Plot.
When's he supossed to get round to closing up or advancing other plots or loose ends?

Agreed. For me the LI's story progression is at least as important as Rogues vs Minions story.
plus it give the developer a chance to think of ways to make the action exciting and good, plus these scenes will help develop a character's person as well as their their role in this, not every one is going to have one characteristic, or one role to play.
