Type jump morgan_event_02 in the console, it will launch you into her second event after which she gets enabled. You will not get her tab in story tracker though.

Yeah, but without her journal tracker, you'll have to look at the walkthrough. Or you can just max love and go to the next event in console until it no longer exists.

I would agree - but Natalie isn't a new girl, she was already in the game albeit with a very minor role. So this is precisely "finishing the girls that are already in".
