Yeah unless you are using the cheat mode it can hard to get things to trigger. I play with cheat mode as I do not want to spend a literal week of my time to get one female in the game. Grinding just to extend play time is bullshit in my view.

If you want to avoid undesirable outcomes, I'd recommend to read through wiki first and play with it open, you can very easily lock yourself out of content in this game.
I had this issue, and went into the console to put in
import re
which fixed it for me at least.

hey i am having a problem with alexis' story i have gotten to 50% but no matter what i do i cant trigger the talk to alexis event what do i do
I loaded a save that was at a hub or city overview, where it didn't give an error, then put the command in. I only got that issue if I went to a location with a person already there.
