It's not in the electronic shop. Go to the lobby of the mall and there's a shopping tab on the bottom right. From there you can buy the car.

Make sure you buy the camera from the electronic shop and talk to all of your co-workers (Audrey, Aletta, Shiori, and Lavish.) A new dialogue option appears under "Talk" for them. After two days, they will get back to you with new info which you can follow up on with a new option in your office.
