it worked for me, I bought them drinks twice and threesome happened.

yep. I went into their individual options, offered them a drink each, waited an hour, then offered each a drink again.

Not all shops are open everyday, scavenger hunt doesn't stop until you use up your chances. Just keep using wait until the place you need is available.

Go there when they are booth there and you have at last 2 hours till left.
Talk to each and use "offer a drink".
Use the "wait"
Talk to each and "offer a drink" again to booth

certain places have certain times and days to open (just like in real life) but it really gets in the way of the scavenager
