You need to get a million credits and then go to dark alley on first floor. It's not a problem if you killed Garth, that just means the storyline and quest will continue through Galiano instead.

Normally they release some update at the last week of the month/the first days of the next month, so stay alert during this week.Any update?

I am sorry to announce that version 0.24 has been delayed to January 4th. Unfortunately, 2 weeks ago we had to put down my other cat. Yes, this is the second cat to die this year. As if that wasn't enough, the next day both my artist and I got the flu, and we lost a whole week of work. Now we are well and working, but because of this, we have several things half done that we will not have time to finish this week.

Sounds like he's had a rough month. But it's admirable that the update is still coming out so quickly, considering his situation.
