According to GPTits it is just a key
That decoded ASCII payload matches the base64 charset, making it just another 384 bit token/key (48 random bytes) after decoding. Generally not an uncommon size.
Why the data is encoded to base64 just to then save it as bytes regardless is beyond me. I guess it's a string internally, but is still saved as a binary registry key.

Hello, thanks for the helpful steps. I would like to add some more steps for fiddler noobs like me:
In fiddler, be sure to enable the decryption of HTTPS traffic (in Tools>options>HTTPS)
Also, when making the rule, be sure to have checked "unmatched requests passthrough"
