I think once you complete 100% of the area and hire her or something like that she will show up. idk exactly how as it just kind of happened for me. I met her in the gym at the first 2 time slots of the night in the yoga room

Use your arrow keys, or was it WASD? Eitherway, it's not clickable because you have to walk to the arrows.
