My Antivirus Bitdefender also thinks it is a trojaner.
It has blocked the download.
Is the game save to use?

you can use the "game save" if steam_api64.dll in the plugin folder. i go to the Quarantine tap from my antivirus app and tell the app that the file is not a Trojan and it is back in the plugin folder. the game should work from now on!

why is the game censored?

Because the Dev is Japanese, and, according to what they looked up, them publishing on Steam on their own doesn't let them bypass the censorship law. It's still illegal.

They'd need to give their game to another publisher completely, a la Kagura or something, to be able to release the game uncensored, even on steam.

At least, that's what they mentioned on ci-en.
