If it's by Menu popups on NPCs. They will do it when they didn't do anything. If it's Q-Key, your character will do your chosen option directly.

They are raiders and only appear if you put down an item called Flower Totem. It can be crafted from the Plant Workbench.

Cook a nice steak for her be warned though if you haven't been farming gonna have to wait a bit you need potatoes and onions and cow meat

You can fail her quest if you mock her. IIRC, her quest is only available during eve (as they call it), when the arrow is at the orange part of the clock.
