/qp command works to set quest progress instead of editing the save file manually by hand. You need to save and reload the game after executing the command for the changes to take effect. For the Keigo's fight in particular the quest flag is Sub_Keigo, so

 /qp Sub_Keigo 0

(case sensitive!) followed by save-and-reload should work... but I personally haven't tested this yet so use it with caution. Back up your save first.

Nevermind I found a way. Just need open save folder from game and open with notepad++ for example your save, Savedata00. XML for example and found Main_Reika1 and change progress to 0. After that reload. Your walk wasd can be broken so reload again
