The reaper, and her event, comes from raid I believe if I remember well.
There might be specific condition we'll need to learn about.

And the details are uncertain, due to the trash translation it could easily refer to either that blue hair girl, or a random native girl getting involved in the fight.

About "games like this", if you mean games that make you doubt humanity, I recommend the authors' previous work, "Black Market". Not to be confused with "Monster Black Market".

I have yet to find how to make the reaper appear, tried a few raids so far and nothing.
Things I plan to check:
- On a save where I beat the last boss; maybe it's a requirement, maybe there is an event.
- Maybe higher level raids? Need one or few hell totem to raise the raid level a lot?
- Tried raids at night, but maybe there are more conditions than one on this one.
- Maybe it needs to be in a specific location? Seems a little hard to manage for this one, but oh well.

Also, the girl in the screenshot was obviously Merry.
But.... If you want to see the Reaper... She's called Mira.
