You need to open the chest in top left of 3F first, then go to 4F to kill stuff until you get it.

The inn system itself is not scripted in the way you're thinking, events that happen automatically or events that have to be "flagged" are the ones that are. There is ZERO reason why the inn system (including heart and shield elements etc) couldn't be active in free mode. If that were the case, then the inn system would be locked after you'd finish the main story-line.

There are a metric ton of games with systems that are still available in their respective free modes. It IS fucking stupid and to be quite frank, I am not the only one whom thinks so.
