The 24th and 25th of each month.
Where you get every other items. The stores restock their items daily and they're random. The bigger number of different items the game gets, the less chance for an specific item to be in stock, specially at the clothing store, which is the store with the largest amount of items. Still, it's very very likely that you'll get to see a wig if you visit the store throughout a whole week.

The former. Girls are introduced step by step, so normally an update (so far) consists of finishing story or unfinished girls and introducing new girls up to a certain point.
As Cartageno said, in every new content version two new girls are introduced with their 3 first moves and the two girls introduced in the previous version are finished. That being said, and since many of you seem to have trouble with that, I might have to make people notice this somehow in later versions.

I can't complete maddie I have all but one of her fav gifts and I can't activate her extra event is she not finished. Also I am having an issue with nicole can anyone help?

okay so what does it mean to level up cause in order to unlock the stars apparently it says i have to be at level 6 but i don't know how to level up does anyone have tips for what it means or how to progress
By leveling up I mean to rise the level of the girls, corresponding the number of piano and heart icons to a level: 1 icon = level 1, 2 icons = level 2, up until 6 icons = level 6
