Unofficially, probably yes.
Personally, hope it's less "abandoned" and simply "one guy's pet project inevitably encounters unannounced, months long hiatuses as life happens". Unless he's able to work on this full time or decides to scale back his existing plans, I'd expect 3-5 years minimum for a mostly finished game. Between doing their own art, writing for the story, learning how to do things in RPGM and coding for the game, and just trying to maintain their own personal life a hobby project like this is rough. But, judging by the Dev running into issues with Patreon approval of their game and shortly after not being online here for quite a while, I suspect they've burnt out and won't be back to work on this for sometime.
