If you mean the monster lord Cassandra, she came from labyrinth of chaos from part 2. Not sure you can grab here inside the new labyrinthe from part 3. Maybe you can add her by using mtool.
Chaos route, it's one of the seven deadly sin quest , go to her house in lady village then her maid will tell you she is at the valley fighting gluttony candy
Maybe you have companion dialog mod? If you have it, try to check if the same problem occur if you are playing without it. I mean, it make it as if you have everyone in your party when you talk (just a possibility, probably fasle, but worth checking).
Uninstall your rpgmaker plugin 1.21.10 and use rpgmaker plugin 1.20.70.
I use 1.20.25 which is available on the official website, newer versions than that cause Joiplay app to clash suddenly. Downloaded your patch but the same problem still persist. I have full code lines on that problem don't know will it helps or not, here is the link

Sounds like it’s a bug with the Bob translation, try updating it or using Mtool.
I think you are bugged my friend, if my memory serves me right, you were not given the Seraphim and Assault Buster races at the beginning of the routes, or you are missing the items that if I remember correctly were through chests or missions by the Archangels or the Ancestors.
As i said you need plugin 1.20.70 other plugin will crash at startup, here the link uninstall your plugin first then install this plugin
Thank you for your response but welp..like I stated earlier the app just crashed when running the game in newest version plugin. Another problem sprung up instead I guess
