Who knows? So far they are pointed as the villains, but we are still way in the first act, anything can still happen, plot twists included. Caleb could end up being a reluctant ally or a victim himself somehow. Merynn could be un underling, a facate or a possessed local woman in the hands of the actuall bad chick (Was it like a mermaid? I don't remember). Silas already cheated main character and the cult went through a lot of job to confine him, are we so sure he's an ally? Did he tell the truth?
Just to say, the games that go all the rage are those with good chicks and good sex scenes. The games that stick and become legends are those with a good plot.
I'm sure Banana Cream is cooking good stuff.
