The extra .2 is for bug fixes in the base game. Nothing needed changing in the patch.

It could be relying on a previous choice you made/didn't make, or not high enough stats. What choice are you trying to pick?

If you'd rather not see the 'prerequisites not met' you can turn it off in the settings.
