It's simple. Patreon doesn't accept incest. If you create a game with hidden incest and also create a patch to reveal it, you violate their rules. So the patch has to be created by somebody else.
[Edit] Of course the incestuous scenes are in the patch, the developper has nothing to do with that.

I understand the rules of Patreon, if the dev doesn't do it, then who does? And if it's all just veiled, then just tell me what the reason is, if there is a leak of a new version, then there is no leak of a patch - why talk with these charades - is Patreon watching you!??

People can report the devs and Patron has to look into it and it is fans of the game that make the patch.

Anybody who has the required skills can do it, if he likes the game. Why it's not leaked at the same time as the game? Perhaps because the author of the patch needs to have the game to make it, and it takes some time. About your last question, it's quite possible that Patreon watches what happens here, and elsewhere.
