And what/how the "clean up old data every hour" works

When the 33.55% go bigger then 35%, the non suppoter can translate as usual.
Every hours clean older then 24 hours's data.
This mechanism has not yet started working, because it has not been 24 hours since it went live.

Understood. Just as a visual it looks confusing, since 33.55 is less than 35, so it looks like it should be working.
If it said 66.45% / 65% it would be more noticeable that more resources are taken, than available.
Just from my point of view
