I think 0.69.9 is a typo, they probably mean 0.69.6

I've unexpectedly become addicted to the game, and I'm eagerly awaiting its full release. I wish there were more customization options for the girls. In particular, I'd like to see regular girls become stronger and more muscular, at least to the level of a few special named girls. After all, one of these girls greets the player on the title screen.

You could edit the bust value, but it won't get bigger. Small boobs but still the maxlevel of milk.

You can edit your save with saveeditoronline, just drag+drop the save into the page. In the bar on the top you could search, like the value for bust, or a word itself. Usually something like boobs or breasts.
Other option would be: make a note of your potions or milk amount and search for that instead. With the appearance potion you could change all the bodyparts. But like I said, nothing outside the limits.
Last way might be cheatengine for editing the items/potions/Money etc.
