Eh, not always that clear cut.
Having spoken from another futa dev, granted that was DAZ, but it's pretty common to run into clipping issues or certain clothing just not working well with bulges at all.
I can understand the dev not wanting to fight technical issues or feel limited in the choices they have.

Or they just wanted to go with this for artistic vision, might've just wanted the futas to be a sleeper build, who knows.

the dev did state in a 4th wall break that they have issues with it so they cut it from all of the character, yes including the protagonist in the same 4th wall break

I feel like maybe you could run the images though AI to add bulges in post.
On a slightly more serious note, I really hope the next scene isn't focused on Riko again. I feel like every scene involving him except for the little sister's is just naked Riko with the girls mostly hidden one way or another.
