I don't want a developer's project kifed by someone just because they had to pause on its development when reality forced them to step away for a bit. Plus, what you propose has its own set of problems. As one example, it's
extremely difficult for writers to maintain the same voice of characters when taking something over. Milly will sound one way in the first part of the game, and then sound a completely different way later on. It's been 15 months... so someone else should seize this game from the original developer? If someone else basically took over your game and you were only there to "consult" with them, how would
you feel? But sure, let's screw over the dev because
you "want to see the MC bang Milly".
