That's a bug in the game for the longest while. Sneak skill will not fix this nor is it relevant in the game.
I updated the to fix this.
IMPORTANT: When you first use it with that save, you will get caught but this is so to correct the bug stored in save also. The second time you attempt it, it will work normal.
Hi, i have a problem. When i choose the Gentlemans gang and Warren give me a House, the story suddenly change to Chinesse gang and the meeting with Lucy. Someone can tell me if this is ok or its a bug. Thanks.
Not only this, Image files from 25 to 35 are missing and everytime this happens. It happened during the garage quest.

90% of the bugs you're talking about can be avoided just by reading the OP walkthrough step by step, i myself started a new game just to see what the hell most of the people encounter during the gameplay and i haven't encountered a single game breaking bug

No error here with your save on: game + unofficial bug patch + pc cheat mod. Phil appears at 3pm and Nadine at 1pm.
If you are using other mods, then that may be the cause.
Use the pc cheat mod and change your gang to Gentleman, either right before you choose them or right after when you can. Just do it before new House.

had the same problem, install the unofficial bugfix and it should be working fine
