You can find the couple that bought it in front of the cinema, if you buy the ruby necklace you can get a scene with the woman if you return later. After you finish the sapphire quest the quest log will still say you need to get one, but that's because this is the last school quest(and was left like this so it's easier to continue or so I heard).

The philosophy teacher, Ms. Evans isn't tied to school quest. You need to have finished Brenda for her and then go to the right of the principal's office and talk to Carol about hanging up posters. Sadly that's it, you get no hint for it, you just have to notice that Carol is there unlike usual.
