Very very different in Germany then compared to the rest of Europe.
In the States there really isn't a set age when people attend college. While the majority that go start right out of highschool, often times people take a "gap year" to explore other possibilities, or simply to take time off before starting the next phase of their education.
When I started, there were a number of "non-traditional" students (at least for the time) going to the same university where I was; a couple were well into their 30s.
For myself, I got my first degree fairly early at 20, and then didn't finish my last degree until I was nearly 40.
Between the two I took time off from school, worked, saved, started a family, and then when I went back I did so online, part-time, and attended every other semester until I finished my doctorate.
All that is to say, there is no set rule for how old someone is when they go to college, so I wouldn't worry too much about it.
