Works on my machine.

The OP clearly states to block the .exe in your firewall. So please actually do so.

Windows Defender Firewall -> Advanced settings -> OutBound Rules -> New Rule -> Application -> Click the game .exe file -> Add -> Complete

That's it. It's not rocket science people. If you already launched the game before doing this then you should delete it and extract it again from the original .rar file to try again.
Which game is this from your profile picture

sorry for the inconvenience, directly when downloading, no matter the link of the page I choose, it marks me that the file is virus and prevents the download. is the file really safe? or what should I do?

yup, right after i downloaded and extracted the games's files, AGV poped up so i put it (Codice.dll file) in the exception of the AVG then run the game. Later the game wouldn't start and also a lot of pop-up said something along the line of not compatible and stuffs, so i deleted it all but this one refused to go
You could try rebooting your computer into Safe Mode, if you haven't already. In theory, that should allow you to delete it, because the OS only loads in the bare minimum it needs to run, and almost no other programs will run in that mode. Unless Codice.dll is adding itself to your system registry as a "must have" file for startup, you should at that point be able to purge it. If it IS adding itself to the registry, you'll need to find the registry key that references it and remove that, then reboot into Safe Mode (just to be sure) and delete it. Be extremely careful about modifying the registry, though. It's very easy to brick the computer, and very difficult to fix it without losing data you really don't want to lose.
