Make sure you're extracting the files with japanese encoding. To do that, open the compressed file with winrar, press ctrl+e and select japanese, extract. When you're running the game, to be on the safe side, run the game with japanese locale.

2) Press Ctrl+E and select "Japanese Shift" from the menu
3) Extract
