From a game design perspective it absolutely is, because the reward mechanic (being porn, the reason people are actually downloading the game) is directly opposed to the progression mechanic (being not losing)."losing to get sex scenes" isn't a bad thing,
Not to say you can't mitigate the issue, but it requires the developer to actually put some thought into the reward cycle of the game.
Maybe do something like having each level be a different player character, and the level goal being to accomplish something that lets the next PC make progress. Then you can have failure before accomplishing the goals just end in death, while getting caught after accomplishing the goals gets you the sex scene. Success is rewarded, failure is punished, and you still get to be hunted down by tiddy robot. You can even force people to collect the reward by not actually giving them an exit after accomplishing the goals, or play with the reward by having a secret scene if you escape all the levels instead of running into the enemy to get their reward scene.
